HSN 7211 23 90 (cold-rolled flat-rolled products of iron or non-alloy steel, width under 600 mm, carbon below 0.25%) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most critical oversight on this tariff line is importing without first confirming the specific Indian Standard serial number in Schedule 1 of S.O. 3716(E) that maps to this CTI, and then failing to check whether that serial number falls within the suspension list under S.O. 5134(E) dated 20-11-2025 — which renders enforcement of that IS inoperative for three years from gazette publication. Importers who skip this two-step check either incur unnecessary BIS compliance costs on a temporarily suspended IS, or, more commonly, proceed without CM/L verification on an IS that remains fully operative, exposing the consignment to detention and disposal as scrap under Section 17 of the BIS Act, 2016.
