Hot-rolled hoops of iron or non-alloy steel, narrow width
HSN 7211 19 30 (hot-rolled hoops of iron or non-alloy steel, width less than 600 mm) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order 2024, S.O. 3716(E). Every consignment must conform to the Indian Standard mapped in Schedule 1 of that Order and bear the ISI mark under a CM/L licence issued under the ISI Mark Scheme. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure every hoop in the consignment bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 3Obtain a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, and attach it to each consignment. - 4Register the consignment on the Steel Import Monitoring System portal, paying the ₹500 fee, no earlier than 60 days before the expected date of arrival. The single most common error on this tariff line is assuming that the Steel and Steel Products Quality Control Order 2024 operates prospectively only and that pre-existing supplier relationships carry forward without fresh CM/L verification. The QCO binds every consignment from the enforcement date irrespective of prior trading history; a CM/L licence that lapses, or one whose scope does not extend to the specific hoop dimensions being imported, renders the consignment liable to detention and disposal as scrap under Section 17 of the BIS Act, 2016 — a consequence that is not reversible by post-arrival rectification.
