Flat-rolled iron or non-alloy steel skelp, width under 600 mm
HSN 7211 14 60 (skelp — flat-rolled iron or non-alloy steel strip of thickness 4.75 mm or more, width under 600 mm) is covered by the Steel and Steel Products Quality Control Order 2024. Conformity to the Indian Standard specified in Schedule 1 of that Order is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure the skelp consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-licensed manufacturer. - 4Register the consignment on the Steel Import Monitoring System portal, applying no earlier than 60 days before the expected date of arrival and obtaining the automatic registration number. The most common failure on this tariff line is importing skelp without first confirming that the supplier's CM/L licence expressly covers the skelp specification and the specific manufacturing facility — the licence must match both product scope and plant address. The Steel and Steel Products QCO 2024 requires any amendment or revision to the referenced Indian Standard to apply automatically from the date of BIS publication; importers who do not track IS revisions mid-contract can find their supplier's licence scope obsolete at the time of customs verification, triggering detention even where the CM/L number itself remains current.
