Flat-rolled iron or non-alloy steel strip of 4.75 mm thickness or more
HSN 7211 14 50 (flat-rolled iron or non-alloy steel strip, width below 600 mm, thickness 4.75 mm or more) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, per S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure each consignment is accompanied by a test certificate bearing the standard mark issued by the BIS-licensed manufacturer. - 3Before filing the bill of entry, apply on the TCQCO portal for a clarification against each consignment imported without BIS licence or certification. - 5If the consignment comprises seconds or defective plates, comply with the applicable value restriction, port restriction, and Pre-Shipment Inspection Certificate requirements. The most frequent compliance failure on this tariff line is importing strip against a CM/L licence whose product-scope description does not expressly cover the specific thickness band and width range of the consignment. The Steel and Steel Products QCO, 2024 requires the licensed scope to match the consignment exactly; a CM/L covering a nominally similar steel strip product at a different thickness or from a different facility does not satisfy the obligation, and customs will detain the consignment under Section 17 of the BIS Act, 2016. Verify the licensed product description character-by-character against the packing list before the purchase order, not at the port.
