Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard listed in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the supplier's CM/L number, licensed product scope, and facility address on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. Every steel sheet must bear the ISI mark under the CM/L licence; sub-standard or defective product must be disposed of as scrap.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17(1)(b) of the BIS Act, 2016
- 3Check whether the specific Indian Standard applicable to this product falls among the serial numbers whose enforcement was suspended for three years by S.O. 5134(E) dated 20-11-2025. If it does, verify whether the suspension applies to the consignment's Schedule 1 entry before claiming an exemption.S.O. 5134(E) dated 20-11-2025 amending Schedule 1 of the Steel and Steel Products Quality Control Order, 2024
- 4Register the consignment on the Steel Import Monitoring System portal, paying ₹500. Apply no earlier than 60 days before the expected date of arrival; the automatic registration number remains valid for 75 days. Re-imports for packaging and SEZ-to-DTA movements without value addition are exempt from SIMS.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5For imports without a BIS CM/L licence or certification, apply for a clarification on the TCQCO portal for each consignment, as mandated by the Ministry of Steel circular dated 20-10-2023. Quote the BIS CM/L number and SIMS registration number on the bill of entry; customs verifies both in real time.Ministry of Steel Circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023
The most consequential oversight on this tariff line is failing to cross-reference the consignment's specific Schedule 1 serial number against the suspension list in S.O. 5134(E) before customs filing. Importers who assume blanket QCO enforcement without checking the 20-11-2025 amendment either over-delay compliant goods or, conversely, import without a CM/L on an IS whose suspension does not in fact cover their serial number, triggering detention under the Steel and Steel Products QCO, 2024. Verify the operative Schedule 1 entry — IS number and serial number — before every shipment, not once at the time of supplier onboarding.
