Flat-rolled iron or non-alloy steel flats, width under 600 mm, thickness 4.75 mm or more
HSN 7211 14 10 (flat-rolled iron or non-alloy steel flats of width less than 600 mm and thickness 4.75 mm or more) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that a SIMS registration number satisfies customs clearance in full, while overlooking that sub-standard or defective product admitted without a valid CM/L licence must be disposed of as scrap under Section 17(1)(b) of the BIS Act, 2016 — it cannot be re-exported or sold into the market. Importers who discover a CM/L mismatch after arrival face not only consignment detention and demurrage but statutory scrap-disposal liability, with no option to rectify the marking retrospectively at port. Verify the CM/L scope against the specific thickness and width range of the consignment before the purchase order, not at the time of customs filing.
