- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. - 3Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number remains valid for 75 days. - 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Sub-standard or defective product not conforming to the specified Indian Standard must be disposed of as scrap in a manner that does not violate Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS Act, 2016 · Policy Condition 5 of Chapter 72
The most common error on this tariff line is treating the absence of a mapped IS number in publicly available lookup tables as an indication that the BIS QCO does not apply. The Steel and Steel Products Quality Control Order, 2024 operates by reference to Schedule 1, and the obligation attaches by product description, not by a pre-populated IS field in an importer's tariff tool. Importers who clear consignments without a CM/L-verified test certificate on this basis face detention, demurrage, and the prospect of mandatory scrap disposal under Section 17(1)(b) of the BIS Act, 2016.
