HSN 7210 69 00 (flat-rolled products of iron or non-alloy steel of width 600 mm or more, clad, plated or coated — other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, per S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that SIMS registration satisfies the QCO obligation — it does not. SIMS is a customs-clearance overlay; the statutory trigger for detention and disposal as scrap is the absence of a valid CM/L licence against the Indian Standard in Schedule 1 of S.O. 3716(E). Furthermore, any amendment or revision by the Bureau of Indian Standards to the mapped IS applies automatically on the date of BIS publication, without a fresh QCO notification — importers who do not monitor IS revision cycles find their supplier's CM/L scope outdated mid-contract.
