Plated or coated with aluminium-zinc alloys
Flat-rolled iron or non-alloy steel coated with aluminium-zinc alloys
HSN 7210 61 00 (flat-rolled products of iron or non-alloy steel coated with aluminium-zinc alloys) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, pursuant to S.O. 3716(E). Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence scope covers aluminium-zinc alloy coated flat-rolled steel of 600 mm width or more. Verify the CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. Each batch must also bear the ISI mark on the product itself under the CM/L licence as required by Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3Register the consignment on the SIMS portal by submitting advance information and paying the registration fee of ₹500. Apply no earlier than 60 days before the expected date of arrival; the automatic registration number is valid for 75 days from issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72
- 4If the consignment arrives without a BIS CM/L licence or certification, apply on the TCQCO portal for clarification before customs clearance, as mandated by the Ministry of Steel circular. Ensure simultaneous compliance with Central Board of Indirect Taxes and Customs clarification on that circular.Ministry of Steel Circular dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies both against their respective portals in real time; an absent, expired, or scope-mismatched CM/L triggers consignment detention and potential disposal as scrap under Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) · BIS Act, 2016 (11 of 2016) · Customs Act, 1962
The single most common error on this tariff line is assuming that SIMS registration completes the import compliance obligation. SIMS is a customs-clearance overlay; the statutory hook that triggers detention and mandatory scrap disposal is the import of aluminium-zinc alloy coated flat-rolled steel from a manufacturer without a current BIS CM/L licence covering the specific coating specification and production facility. Sub-standard product that does not conform to the scheduled Indian Standard cannot be re-exported or sold — it must be disposed of as scrap under Section 17(1)(b) of the BIS Act, 2016 (11 of 2016), a sanction far more costly than SIMS non-compliance.
