Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers flat-rolled chromium-oxide-coated steel under the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure each consignment bears the ISI standard mark under the supplier's CM/L licence and is accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer. Marking must appear on the product or coil, not packaging alone.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
  3. 3
If the consignment is imported without BIS licence or certification, apply for clarification on the TCQCO portal before import, as mandated by the Ministry of Steel circular dated 20-10-2023. Confirm compliance with the CBIC clarification at F.No. 401/88/2023-CUS.III dated 09-11-2023 on the same circular.

  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500; the automatic registration number is valid for 75 days. Ensure the registration remains within validity on the date of arrival.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with CBIC Instructions 16/2025-CUS dated 18-06-2025 and 23/2025-CUS dated 15-07-2025 on mandatory Indian Standard mapping for steel input materials under the QCO.

A word of counsel

The most common error on this tariff line is assuming that a supplier's general steel CM/L licence covers chromium-oxide-coated flat-rolled product — the CM/L scope is product-specific and must explicitly cover this coated surface treatment under the mapped Schedule 1 standard. A licence issued against a different flat-rolled or coated-steel IS does not satisfy S.O. 3716(E) for this CTI, and customs detention follows regardless of SIMS registration status. Verify the Schedule 1 standard mapping and the licensed product description against this CTI before the purchase order, not at port.

Frequently asked
Does HSN 7210 50 00 require BIS certification?
Yes. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024; import is permitted only from manufacturers holding a current BIS CM/L licence covering this coated-steel product.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, and application may be filed no earlier than 60 days before the expected arrival date.
Do the SIMS carve-outs for re-import and SEZ movements also waive the BIS QCO obligation?
No. The SIMS carve-outs under DGFT policy circular 38/2015-20 apply only to the Steel Import Monitoring System registration requirement; the BIS QCO obligation under S.O. 3716(E) continues to apply to those movements.
Does a single CM/L licence cover all flat-rolled coated-steel variants from the same manufacturer?
No. The CM/L is scope-specific by product specification, surface treatment, and manufacturing facility; chromium-oxide-coated flat-rolled product outside the licensed scope, or from an unlicensed plant, is not covered.
