If the consignment is imported without BIS CM/L certification, apply on the TCQCO portal for each such consignment as mandated by the Ministry of Steel circular dated 20-10-2023, and ensure compliance with the Central Board of Indirect Taxes and Customs clarification on that circular. Sub-standard or defective product must be disposed of as scrap in compliance with Section 17(1)(b) of the BIS Act, 2016.

The single most common error on this tariff line is treating galvannealed steel as interchangeable with plain or corrugated galvanised sheets for compliance purposes. IS 277 specifically covers galvannealed product under the Steel and Steel Products QCO, 2024; an importer who sources from a manufacturer whose CM/L scope covers only plain galvanised sheets — but not galvannealed — will face consignment detention even where the SIMS registration is in order and the test certificate is present.
