HSN 7210 30 99 (electrolytically zinc-coated flat-rolled iron or non-alloy steel, width 600 mm or more) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17404:2020 is mandatory under the ISI Mark Scheme by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most prevalent error on this tariff line is importing electrolytically zinc-coated steel on a CM/L licence whose licensed product scope covers only hot-rolled or only cold-reduced variants, when the consignment is the other. IS 17404:2020 applies to both electrogalvanized hot-rolled and cold-reduced carbon steel sheets and strips, but a CM/L licence is scope-specific by product variant and manufacturing facility; a scope mismatch — even with an otherwise valid licence — results in port detention, sub-standard classification, and mandatory disposal as scrap under Section 17(1)(b) of the BIS Act, 2016.
