Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the supplier's CM/L number, licensed product scope, thickness range, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer. The standard mark must also appear on the product itself, not packaging alone.

  3. 3
If clarification on BIS licence or certification status is needed for any consignment imported without BIS certification, apply on the TCQCO portal before import, as mandated by the Ministry of Steel circular dated 20-10-2023 read with CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023.

  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival; pay ₹500 registration fee and retain the automatic registration number, which is valid for 75 days. Comply with CBIC instructions 16/2025-CUS and 23/2025-CUS regarding the Indian Standard of the input material.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Sub-standard or defective product that does not conform to the specified standard must be disposed of as scrap to prevent violation of Section 17(1)(b) of the BIS Act, 2016.

A word of counsel

The single most common error on this tariff line is importing under a supplier's CM/L licence without confirming the licence scope covers the precise thickness band — here, less than 0.5 mm. Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 maps each product specification to a distinct Indian Standard; a CM/L licence valid for thicker coated strip does not extend to this sub-0.5 mm category, and a scope mismatch detected at port triggers detention, demurrage, and a mandatory TCQCO portal clarification cycle before the consignment can be released.

Frequently asked
Does HSN 7210 12 90 require BIS certification?
Yes. The product must conform to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 under the ISI Mark Scheme with effect from 29 August 2024; import is permitted only from a manufacturer holding a current BIS CM/L licence covering this specification.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade independently of the BIS obligation; fee ₹500, validity 75 days, and application is permitted no earlier than 60 days before the expected arrival date.
What must an importer do if the consignment lacks BIS certification?
Per the Ministry of Steel circular dated 20-10-2023 read with CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023, the importer must apply and seek clarification on the TCQCO portal for every such consignment before import; uncertified product that does not conform must be disposed of as scrap.
Does a single CM/L licence cover all thickness variants of tin-coated flat-rolled steel under HSN 7210?
No. The CM/L licence is scope-specific by thickness range, product specification, and manufacturing facility; a licence valid for thicker coated products does not extend to the sub-0.5 mm category covered by HSN 7210 12 90.
