The single most common failure on this residual tariff line is proceeding to import without first locating the specific IS number mapped to this CTI in Schedule 1 of S.O. 3716(E) — because the HSN's 'Other' descriptor does not itself state the applicable standard, importers assume the obligation is generic and defer IS-specific CM/L verification to the port stage. Customs officers, guided by CBIC Instructions 16/2025-CUS and 23/2025-CUS, are verifying the IS of the respective input material in real time; a CM/L that covers a different plated-product specification will not clear a consignment whose IS mapping is distinct, resulting in detention, demurrage, and mandatory TCQCO portal referral.
