A word of counsel

The single most common error on this tariff line is overlooking the deferral amendment under S.O. 5134(E) dated 20-11-2025, which suspended enforcement of specified serial numbers in Schedule 1 for three years from the date of gazette publication. An importer who verifies only the headline enforcement date of 29 August 2024 may be demanding ISI-marked product on a serial number whose enforcement has been deferred — or, conversely, may be allowing in unmarked product on a serial number not covered by the deferral. Confirm which Schedule 1 serial number maps to this HSN's specific IS title and whether it appears in the S.O. 5134(E) deferral list before finalising the purchase order.

Frequently asked
Does HSN 7209 27 30 require BIS certification?
Yes. Cold-rolled flat-rolled iron or non-alloy steel strip of 0.5 mm to 1 mm thickness is subject to the ISI Mark Scheme under the Steel and Steel Products Quality Control Order, 2024, S.O. 3716(E), with effect from 29 August 2024; import is permitted only from manufacturers holding a current BIS CM/L licence covering this product scope.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade under DGFT Notification 33/2015-20 and is independent of the BIS QCO obligation; fee ₹500, validity 75 days, apply no earlier than 60 days before arrival.
Does the S.O. 5134(E) deferral affect compliance obligations for this tariff line?
Potentially. S.O. 5134(E) dated 20-11-2025 suspended enforcement for specified Schedule 1 serial numbers for three years from gazette publication. Whether this HSN's mapped IS number appears in the deferral list must be verified against Schedule 1 before import.
Does a single CM/L licence cover all thickness ranges and manufacturing facilities for cold-rolled strip?
No. A CM/L licence is scope-specific by product specification, thickness range, and manufacturing facility; strip outside the licensed scope or from a different plant is not covered, and customs detains the consignment on any mismatch.
