Cold-rolled flat-rolled steel plates, 1 mm to 3 mm thickness
HSN 7209 26 10 (cold-rolled flat-rolled steel plates of thickness exceeding 1 mm but less than 3 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 28 September 2020. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure each consignment is accompanied by a Test Certificate bearing the Standard Mark, issued by the BIS-certified manufacturer. - 4Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival. Pay the registration fee of ₹500 and retain the automatic registration number, which is valid for 75 days. - 5If importing without a BIS CM/L licence or certification, apply for clarification on the TCQCO portal for every such consignment as mandated by the Ministry of Steel circular and the corresponding CBIC clarification. The most frequent compliance failure on this tariff line is presenting a standard mill test certificate in place of the BIS Standard Mark Test Certificate issued by a CM/L-licensed manufacturer. A generic test report from an accredited laboratory does not satisfy the Steel and Steel Products QCO, 2024 obligation; the certificate must bear the Standard Mark and originate from the licensed manufacturer specifically, not from a third-party testing house. Consignments arriving with only a third-party test report face detention, demurrage accrual, and mandatory disposal as scrap under Section 17 of the BIS Act, 2016 if the sub-standard goods cannot be re-exported.
