Cold-rolled flat-rolled iron or non-alloy steel, 3 mm or more thick
HSN 7209 25 90 (cold-rolled flat-rolled products of iron or non-alloy steel, width 600 mm or more, thickness 3 mm or more) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products QCO 2024. Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is importing under the assumption that the S.O. 5134(E) suspension of enforcement for a listed serial number extinguishes both the BIS QCO and the SIMS obligation. The suspension under S.O. 5134(E) affects only the operative IS-standard entries at the specific serial numbers listed — it does not cancel the obligation to consult the TCQCO portal, to hold a valid SIMS registration, or to furnish a test certificate where the IS entry remains operative. Importers who skip the TCQCO portal step on the basis of a perceived suspension face detention and mandatory re-export under Section 17 of the BIS Act, 2016.
