Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the specific Indian Standard mapped to this CTI in Schedule 1 of the Steel and Steel Products QCO 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
    Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure every coil or sheet in the consignment bears the ISI standard mark under the supplier's CM/L, and that each consignment is accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer. Marking on the product itself is required; packaging-only marking does not satisfy the QCO.

  3. 3
Before filing the bill of entry, verify on the TCQCO portal whether the specific IS number mapped to this consignment is among those whose enforcement was suspended under S.O. 5134(E). If suspended, secure written clarification from the TCQCO portal as mandated by the Ministry of Steel circular dated 20-10-2023 for consignments imported without BIS licence.

  4. 4
Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected date of arrival. Fee ₹500; automatic registration valid for 75 days. The minimum 15-day advance-registration requirement has been abolished.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Ensure strict compliance with Central Board of Indirect Taxes and Customs Instruction 16/2025-CUS as modified by CBIC Instruction 23/2025-CUS regarding the Indian Standard of the input material. Customs verifies both against live portals; mismatch or expiry triggers consignment detention.

A word of counsel

The single most common error on this tariff line is importing under the assumption that the S.O. 5134(E) suspension of enforcement for a listed serial number extinguishes both the BIS QCO and the SIMS obligation. The suspension under S.O. 5134(E) affects only the operative IS-standard entries at the specific serial numbers listed — it does not cancel the obligation to consult the TCQCO portal, to hold a valid SIMS registration, or to furnish a test certificate where the IS entry remains operative. Importers who skip the TCQCO portal step on the basis of a perceived suspension face detention and mandatory re-export under Section 17 of the BIS Act, 2016.

Frequently asked
Does HSN 7209 25 90 require BIS certification?
Yes. Every steel and steel product under this CTI must conform to the Indian Standard in Schedule 1 of the Steel and Steel Products QCO 2024 under the ISI Mark Scheme, and must bear the standard mark under a CM/L licence, with effect from 29 August 2024.
Is SIMS registration required separately from the BIS QCO obligation?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade under DGFT Notification 33/2015-20 and is independent of the BIS CM/L requirement. Fee ₹500, validity 75 days; re-imports for packaging and certain SEZ-to-DTA movements are exempt from SIMS.
Does the S.O. 5134(E) suspension of certain schedule entries mean the BIS QCO no longer applies to this product?
Not automatically. S.O. 5134(E) suspends enforcement only for the specific IS serial numbers listed; importers must verify on the TCQCO portal for every consignment and obtain written clarification where the relevant IS entry is suspended before concluding the BIS obligation is inoperative.
Does a single CM/L licence cover all cold-rolled coil widths and thicknesses from the same manufacturer?
No. The CM/L is scope-specific by Indian Standard, product dimension range, and manufacturing facility; material outside the licensed specification or from an unlicensed plant is not covered and triggers detention on customs verification.
