Cold-rolled flat-rolled steel plates of thickness 3 mm or more
HSN 7209 25 10 (cold-rolled flat-rolled steel plates of 3 mm or more thickness) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 3716(E) is mandatory under the ISI Mark Scheme with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is importing seconds or defective cold-rolled plates without appreciating that price restrictions, port restrictions, and a Pre-Shipment Inspection Certificate requirement apply concurrently under Policy Conditions 1, 2, and 3 of Chapter 72 — entirely separate from the BIS QCO. An importer who satisfies the SIMS and BIS obligations but overlooks the PSIC and value-restriction requirements on seconds or defective material faces consignment detention at the port of entry regardless of the BIS and SIMS clearance status.
