Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped to this product in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the supplier's CM/L number, licensed product scope, and facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every consignment is accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer. The ISI mark must appear on the product itself; test certificates without corresponding product marking do not satisfy the QCO requirement.

  3. 3
If you believe the consignment is covered under a serial number deferred by S.O. 5134(E), document the specific serial number in Schedule 1 and confirm it falls within the 3-year deferral list. Sub-standard or defective product must be disposed of as scrap under Section 17(1)(b) of the BIS Act, 2016.

  4. 4
Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected date of arrival. Pay the ₹500 registration fee and retain the automatic registration number, which remains valid for 75 days; the registration must be live on the arrival date.

A word of counsel

The single most common error on this tariff line is importing seconds or defective cold-rolled plates without appreciating that price restrictions, port restrictions, and a Pre-Shipment Inspection Certificate requirement apply concurrently under Policy Conditions 1, 2, and 3 of Chapter 72 — entirely separate from the BIS QCO. An importer who satisfies the SIMS and BIS obligations but overlooks the PSIC and value-restriction requirements on seconds or defective material faces consignment detention at the port of entry regardless of the BIS and SIMS clearance status.

Frequently asked
Does HSN 7209 25 10 require BIS certification?
Yes. Cold-rolled flat-rolled steel plates of 3 mm or more thickness must conform to the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024, and may only be imported from manufacturers holding a current BIS CM/L licence under the ISI Mark Scheme with effect from 29 August 2024.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade under DGFT Notification 33/2015-20 and is independent of the BIS QCO. Fee ₹500, validity 75 days; apply no earlier than 60 days before the expected arrival date.
Does the S.O. 5134(E) deferral apply to cold-rolled plates under this tariff line?
Only if the specific serial number in Schedule 1 corresponding to this product falls within the enumerated list in S.O. 5134(E) dated 20-11-2025; the deferral is serial-number-specific and does not apply to all Schedule 1 entries. The importer must verify the applicable serial number before relying on the deferral.
Does a single CM/L licence cover all thickness ranges and manufacturing facilities?
No. A CM/L licence is scope-specific by product specification, size range, and licensed manufacturing facility; plates outside the licensed scope or produced at an unlicensed plant are not covered and customs will detain the consignment on a scope mismatch.
