Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the Indian Standard mapped to this tariff item in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, licensed product scope, thickness range, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every plate in the consignment bears the ISI standard mark under a CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Each consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer.

  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number is valid for 75 days from issue and must remain within validity on the date of arrival.

  4. 4
Before import, apply on the TCQCO portal for each consignment not accompanied by a valid BIS licence or certification, in line with the Ministry of Steel circular dated 20-10-2023. Comply with CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023 and CBIC Instructions 16/2025-CUS and 23/2025-CUS on mapping the Indian Standard of the input material to the QCO schedule.

A word of counsel

The single most common error on this tariff line is treating the BIS CM/L licence as a generic steel-product approval rather than a schedule-entry-specific one: S.O. 3716(E) maps individual IS numbers to specific product descriptions in Schedule 1, and a CM/L valid for a different thickness range or a different Schedule 1 entry does not cover this tariff item. Customs and the TCQCO portal both verify the IS-to-product mapping at entry; a licence that covers adjacent cold-rolled products but not the precise Schedule 1 entry applicable here triggers detention and mandatory TCQCO portal referral before release.

Frequently asked
Does HSN 7209 17 10 require BIS certification?
Yes. Cold-rolled flat-rolled steel plates of 0.5 mm to 1 mm thickness are subject to the Steel and Steel Products Quality Control Order, 2024 under S.O. 3716(E); import is permitted only from manufacturers holding a current BIS CM/L licence against the Indian Standard mapped to this tariff item in Schedule 1, with effect from 29 August 2024.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS QCO; fee ₹500, validity 75 days, application no earlier than 60 days before arrival. Re-imports for packaging only and SEZ-to-DTA movements without value addition are exempt from SIMS under DGFT policy circular 38/2015-20.
Does S.O. 5134(E) dated 20-11-2025 defer enforcement for this tariff item?
S.O. 5134(E) suspends enforcement for specific serial numbers in Schedule 1 of the QCO for three years from the date of gazette publication. Whether this tariff item's Schedule 1 entry falls within those serial numbers must be verified against the gazette text of S.O. 5134(E); the BIS QCO obligation under S.O. 3716(E) otherwise remains in force from 29 August 2024.
Does a single CM/L licence cover all cold-rolled plate thicknesses from the same manufacturer?
No. The CM/L is scope-specific by Indian Standard, thickness range, and licensed manufacturing facility; plates outside the licensed thickness range or from an unlicensed plant are not covered and are treated as non-conforming at customs.
