HSN 7209 17 10 (cold-rolled flat-rolled steel plates of 0.5 mm to 1 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 3716(E) is mandatory under the ISI Mark Scheme with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the BIS CM/L licence as a generic steel-product approval rather than a schedule-entry-specific one: S.O. 3716(E) maps individual IS numbers to specific product descriptions in Schedule 1, and a CM/L valid for a different thickness range or a different Schedule 1 entry does not cover this tariff item. Customs and the TCQCO portal both verify the IS-to-product mapping at entry; a licence that covers adjacent cold-rolled products but not the precise Schedule 1 entry applicable here triggers detention and mandatory TCQCO portal referral before release.
