HSN 7209 16 10 (cold-rolled flat-rolled steel plates of 1–3 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products (Quality Control) Order, 2024. Conformity to IS 513 and IS 1079 is mandatory under the ISI Mark Scheme by virtue of S.O. 3716(E) dated 29 August 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is assuming a single CM/L licence covers both IS 513 (plates) and IS 1079 (strip and certain sheet/plate grades) without confirming that the licensed scope matches the specific grade, thickness band, and manufacturing facility of the consignment. A CM/L licence against IS 1079 does not automatically cover product classified under IS 513 requirements, and customs detains consignments where the standard-mark scope on the licence is mismatched — even when the physical product appears identical.
