Cold-rolled flat-rolled steel coils of thickness 3 mm or more
HSN 7209 15 90 (cold-rolled flat-rolled steel coils of width 600 mm or more and thickness 3 mm or more, not clad, plated, or coated) is covered by the Steel and Steel Products Quality Control Order 2024 notified vide S.O. 3716(E). Conformity to the applicable Indian Standard under Schedule 1 of that Order is mandatory under the ISI Mark Scheme. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure each coil or sheet bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Apply no earlier than 60 days before the expected date of arrival; SIMS registration must remain within validity on the date of arrival. The most common error on this tariff line is assuming that a CM/L licence against IS 1079 (strip) automatically covers product being invoiced under IS 513 (plates), or vice versa — the two standards govern distinct product families and a scope mismatch between the licence and the bill of entry description triggers detention at port regardless of the ISI mark's physical presence on the material. Additionally, S.O. 5134(E) dated 20-11-2025 defers enforcement of specified serial numbers in Schedule 1 for three years from gazette publication; importers must verify whether their specific IS entry is among the deferred serials before assuming the QCO is currently operative for their product.
