    Ensure each plate bears the ISI standard mark and the supplier's CM/L licence number, with every consignment accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer. Marking must appear on the product, not packaging alone.

    Ensure strict compliance with CBIC Instruction 16/2025-CUS dated 18 June 2025 as modified by CBIC Instruction 23/2025-CUS dated 15 July 2025 regarding the Indian Standard of input steel material intended for import as notified and mapped in the QCO.     If the consignment constitutes seconds or defective CR coil, sheets, or plates, comply with applicable value restrictions, port restrictions, and Pre-Shipment Inspection Certificate requirements. If imported without BIS licence or certification, apply on the TCQCO portal for each consignment in accordance with the Ministry of Steel circular dated 20 October 2023.

The single most common error on this tariff line is failing to distinguish whether the applicable Indian Standard for the specific plate variant is IS 513 or IS 1079 before verifying the supplier's CM/L licence. A CM/L issued against IS 1079 does not cover plates falling within IS 513 scope, and customs verification against the BIS register will trigger detention if the licence-to-product mapping is wrong. Confirm the precise IS number applicable to the specific product variant in writing with the supplier before the purchase order, and validate the CM/L scope against that confirmed standard.

Does HSN 7209 15 10 require BIS certification?
Yes. Cold-rolled steel plates of 3 mm or more thickness must conform to IS 513 or IS 1079 under the ISI Mark Scheme, mandatory with effect from 29 August 2024 under the Steel and Steel Products (Quality Control) Order, 2024 vide S.O. 3716(E). Only manufacturers holding a current BIS CM/L licence may supply this product for import into India.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS obligation. Fee ₹500, validity 75 days; apply no earlier than 60 days before the expected arrival date. Re-imports for packaging purposes and certain SEZ-to-DTA movements are exempt from SIMS under DGFT policy circular 38/2015-20 dated 19-01-2022, but the BIS QCO requirement is not waived by any SIMS carve-out.
Are any serial numbers deferred under the Steel and Steel Products QCO 2024 Schedule 1?
Yes. S.O. 5134(E) dated 20-11-2025 renders enforcement of specified serial numbers in Schedule 1 inoperative for three years from the date of gazette publication. Verify whether IS 513 or IS 1079 as mapped to this tariff item falls within the deferred serial numbers before concluding on current enforceability.
Does a single CM/L licence cover all cold-rolled plate variants and manufacturing facilities?
No. A CM/L licence is specific to the Indian Standard, product scope, thickness range, and licensed manufacturing facility. Plates outside the licensed specification or from an unlicensed plant are not covered, and customs detains the consignment on any scope mismatch with the BIS register.
