Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1079 or IS 513, as applicable to the product specification. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every sheet bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Each consignment must be accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer.

A word of counsel

The most common error on this tariff line is assuming that S.O. 5134(E) dated 20-11-2025 — which defers enforcement for specified serial numbers in Schedule 1 of the Steel and Steel Products QCO 2024 — creates a blanket exemption for flat-rolled sheets. The deferral applies only to the serial numbers explicitly listed in S.O. 5134(E); importers must cross-reference the Schedule 1 serial number for IS 1079 and IS 513 against that list before concluding compliance is suspended. Importing sub-standard or defective material without BIS marking and disposing of it other than as scrap constitutes a violation of Section 17(1)(b) of the BIS Act, 2016 and exposes the importer to criminal liability.

Frequently asked
Does HSN 7208 54 30 require BIS certification?
Yes. Conformity to IS 1079 or IS 513 is mandatory under the ISI Mark Scheme pursuant to the Steel and Steel Products (Quality Control) Order, 2024 notified vide S.O. 3716(E); import is permitted only from manufacturers holding a current BIS CM/L licence covering the relevant product specification and facility.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, registration may be applied for no earlier than 60 days before the expected date of arrival.
Does S.O. 5134(E) suspend BIS enforcement for this tariff line?
Only if IS 1079 or IS 513 appears among the serial numbers listed in S.O. 5134(E) dated 20-11-2025. Importers must verify the Schedule 1 serial numbers for each applicable IS against the published list; a blanket assumption of deferral is not warranted.
Does a single CM/L licence cover all sheet thicknesses and specifications within this tariff line?
No. A CM/L licence is scope-specific by standard, specification range, and manufacturing facility; sheets outside the licensed scope or produced at an unlicensed plant are not covered and will trigger detention at port on customs verification.
