The most frequent error on this tariff line is presenting a SIMS registration as the primary compliance artefact while shipping from a manufacturer whose CM/L licence does not cover the specific thickness band (under 3 mm) or dimensional range of the consignment. SIMS clearance does not cure an absent or scope-mismatched BIS CM/L licence; customs officers verify the CM/L scope against the consignment's actual dimensions in real time, and a scope mismatch triggers detention, demurrage, and potential confiscation under Section 17 of the BIS Act, 2016, regardless of SIMS status. Additionally, importers must track the deferred-enforcement schedule under S.O. 5134(E) dated 20-11-2025, which suspended certain Schedule 1 serial numbers for three years — confirm whether IS 1079 or IS 513 appears in the suspended list before assuming deferment applies.
