Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2062 or IS 1079, as applicable to the plate specification. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every consignment is accompanied by a test certificate bearing the BIS standard mark, issued by the CM/L-licensed manufacturer. The plates must also bear the standard mark under licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.

  3. 3
Register the consignment on the Steel Import Monitoring System portal, paying a fee of ₹500, not earlier than 60 days before the expected date of arrival. The automatic registration number is valid for 75 days and must remain within validity on the arrival date.

  4. 4
Apply and obtain a clarification on the TCQCO portal for any consignment imported without a BIS licence or certification, as mandated by the Ministry of Steel circular dated 20-10-2023. Confirm compliance with the Central Board of Indirect Taxes and Customs clarification on that circular before filing the bill of entry.

A word of counsel

The most frequent error on this tariff line is treating the canonical enforcement date of 14 November 2021 as the operative BIS QCO date when the controlling notification is S.O. 3716(E) dated 29 August 2024, under which the Steel and Steel Products Quality Control Order, 2024 supersedes earlier orders. Additionally, S.O. 5134(E) dated 20 November 2025 defers enforcement of selected Schedule 1 entries by three years from gazette publication — importers must verify whether the specific IS serial number applicable to their plate specification is among the deferred entries before concluding that BIS certification is not immediately required.

Frequently asked
Does HSN 7208 51 10 require BIS certification?
Yes. Plates under this tariff line must conform to IS 2062 or IS 1079 and bear the ISI mark under a CM/L licence, with effect from 29 August 2024, pursuant to the Steel and Steel Products Quality Control Order, 2024 vide S.O. 3716(E).
Is Steel Import Monitoring System registration required separately from BIS compliance?
Yes. SIMS registration is a distinct customs-clearance overlay administered by the Directorate General of Foreign Trade; the fee is ₹500, the registration is valid for 75 days, and it operates independently of the BIS CM/L requirement.
Does S.O. 5134(E) suspend BIS enforcement for hot-rolled plates over 10 mm?
S.O. 5134(E) dated 20 November 2025 defers enforcement for specific serial numbers listed in Schedule 1 of the QCO for three years from gazette publication. Importers must check whether the relevant IS serial number for this plate specification is among the listed entries before relying on any deferral.
Does a single CM/L licence cover all plate dimensions and steel grades from the same manufacturer?
No. A CM/L licence is facility-specific and scope-specific by grade and product range; plates of a grade or thickness outside the licensed scope, or from an unlicensed plant, are not covered and trigger detention at port.
