Hot-rolled steel plates over 10 mm thick, not in coils
HSN 7208 51 10 (hot-rolled steel plates of width 600 mm or more, over 10 mm thick, not in coils) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2062 and IS 1079 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure every consignment is accompanied by a test certificate bearing the BIS standard mark, issued by the CM/L-licensed manufacturer. - 3Register the consignment on the Steel Import Monitoring System portal, paying a fee of ₹500, not earlier than 60 days before the expected date of arrival. - 5If importing seconds or defective HR plates, comply with the value restriction, port restriction, and Pre-Shipment Inspection Certificate requirement under Chapter 72 policy conditions. The most frequent error on this tariff line is treating the canonical enforcement date of 14 November 2021 as the operative BIS QCO date when the controlling notification is S.O. 3716(E) dated 29 August 2024, under which the Steel and Steel Products Quality Control Order, 2024 supersedes earlier orders. Additionally, S.O. 5134(E) dated 20 November 2025 defers enforcement of selected Schedule 1 entries by three years from gazette publication — importers must verify whether the specific IS serial number applicable to their plate specification is among the deferred entries before concluding that BIS certification is not immediately required.
