Hot-rolled flat steel sheets, 4.75 mm to 10 mm thick

HSN 7208 37 30 (hot-rolled flat steel sheets of 4.75 mm to 10 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2062 or IS 1079 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order 2024, notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

   Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2062 or IS 1079 as applicable. Verify the supplier's CM/L number, licensed product scope, thickness range, and manufacturing facility on the BIS online register before placing the purchase order.

   Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer, confirming conformity to the applicable Indian Standard. The standard mark must appear on the product itself, not on packaging alone.

   Apply for Steel Import Monitoring System registration on the SIMS portal no earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number is valid for 75 days from issue and must remain within validity on the date of arrival.

   If importing seconds or defective HR coil/sheets, comply with applicable value restrictions, port restrictions, and the requirement to produce a Pre-Shipment Inspection Certificate. Price restrictions on prime steel items apply to the extent specified in the Madras High Court order dated 21-01-2004 in W.P. nos. 38864 and 38865 of 2003.

   For any consignment imported without BIS licence or certification, apply for and seek clarification on the TCQCO portal before clearance, as mandated by the Ministry of Steel circular dated 20-10-2023. Ensure compliance with the related Central Board of Indirect Taxes and Customs clarification.
