The single most common error on this tariff line is importing without first confirming whether the specific Schedule 1 serial number covering this product has been deferred under S.O. 5134(E) — and then failing to use the TCQCO portal when importing without a BIS CM/L licence. The Ministry of Steel circular of 20-10-2023, confirmed by the Central Board of Indirect Taxes and Customs, makes TCQCO portal clarification mandatory for every such consignment; non-compliance is an independent ground for detention separate from the BIS QCO obligation itself.
