Semi-finished spring steel billets and blooms, 0.25% carbon or more
HSN 7207 20 20 (semi-finished spring steel quality products containing 0.25% or more carbon by weight) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products (Quality Control) Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 5Where the consignment is imported without BIS licence or certification, apply on the TCQCO portal for each consignment per the Ministry of Steel circular dated 20-10-2023, read with Central Board of Indirect Taxes and Customs Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025. The most common error on this tariff line is treating S.O. 5134(E)'s deferral of certain Schedule 1 serial numbers as a blanket suspension of the Steel and Steel Products QCO. S.O. 5134(E) defers enforcement only for the serial numbers explicitly listed (49, 50, 60, 64, 86, 92, 93, 94, 102, 128, 132, 135, and 137); all other serial numbers remain operative from 29 August 2024, and importers who assume a general moratorium risk consignment detention, disposal as scrap under Section 17 of the BIS Act, 2016, and monetary penalty.
