The single most consequential oversight on this tariff line is failing to identify which serial number in Schedule 1 of the Steel and Steel Products QCO 2024 maps to the specific semi-finished product being imported — and whether that serial number's enforcement has been deferred under S.O. 5134(E) dated 20-11-2025. S.O. 5134(E) suspends enforcement for designated serial numbers for either one or three years from gazette publication; importers who assume a blanket deferral without confirming the applicable serial number face detention on a consignment that is, in fact, still within the operative enforcement window.
