Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers mild steel billets under Schedule 1 of the Steel and Steel Products QCO, 2024. Verify the CM/L number, licensed product scope, and facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. The ISI mark must also appear on the product itself, not solely on accompanying documentation or packaging.

  3. 3
If importing without a BIS licence or certification, apply for clarification on the TCQCO portal before the consignment arrives. The Ministry of Steel circular dated 20-10-2023 makes this mandatory for every such consignment; CBIC has confirmed this obligation by F.No. 401/88/2023-Cus.III dated 09-11-2023.

  4. 4
Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days; the registration must remain within validity on the date of arrival.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 regarding the Indian Standard of the input material. Absent, expired, or scope-mismatched credentials trigger consignment detention.

A word of counsel

The most consequential trap on this tariff line is assuming that S.O. 5134(E) dated 20-11-2025 — which defers enforcement of specific serial numbers in Schedule 1 — also defers the obligation applicable to mild steel billets. S.O. 5134(E) lists deferral by serial number; unless the serial number mapped to this product is expressly listed in that notification, the 29 August 2024 enforcement date under S.O. 3716(E) remains operative. Importing without confirming the exact Schedule 1 serial number for this product exposes the consignment to detention and disposal as scrap under Section 17 of the BIS Act, 2016.

Frequently asked
Does HSN 7207 19 20 require BIS certification?
Yes. Mild steel billets must conform to the Indian Standard listed against this product in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 under the ISI Mark Scheme, with effect from 29 August 2024. Import is permitted only from manufacturers holding a current BIS CM/L licence.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS QCO. Fee ₹500, validity 75 days from issue, and application must be made no earlier than 60 days before the expected date of arrival.
Does S.O. 5134(E) dated 20-11-2025 defer enforcement for mild steel billets under this tariff line?
Only if the Schedule 1 serial number mapped to this product is expressly listed in S.O. 5134(E). The deferral is serial-number-specific; the base enforcement date of 29 August 2024 under S.O. 3716(E) applies to all entries not so listed.
Does a single CM/L licence cover all sizes and grades of mild steel billets from one manufacturer?
No. The CM/L licence is scope-specific by product specification, size range, and licensed manufacturing facility. Billets outside the licensed scope or from an unlicensed plant are not covered and attract detention at port.
