Mild steel billets, semi-finished non-alloy steel
HSN 7207 19 20 (mild steel billets) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential trap on this tariff line is assuming that S.O. 5134(E) dated 20-11-2025 — which defers enforcement of specific serial numbers in Schedule 1 — also defers the obligation applicable to mild steel billets. S.O. 5134(E) lists deferral by serial number; unless the serial number mapped to this product is expressly listed in that notification, the 29 August 2024 enforcement date under S.O. 3716(E) remains operative. Importing without confirming the exact Schedule 1 serial number for this product exposes the consignment to detention and disposal as scrap under Section 17 of the BIS Act, 2016.
