Semi-finished rectangular billets of non-alloy steel, seamless tube quality
HSN 7207 12 30 (semi-finished products of iron or non-alloy steel, seamless steel tube quality, rectangular cross-section) is covered by the Steel and Steel Products Quality Control Order 2024 under the Bureau of Indian Standards ISI Mark Scheme. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 3716(E) is mandatory with effect from 29 August 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. - 5If the consignment does not carry a valid BIS CM/L licence or certification, apply for a clarification on the TCQCO portal before import as mandated by the Ministry of Steel circular dated 20-10-2023 and CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023. The most consequential oversight on this tariff line is importing against an unchecked or scope-narrowed CM/L licence — the Steel and Steel Products QCO 2024 requires the licence to cover the specific Indian Standard listed in Schedule 1 against HSN 7207 12 30, and Customs now cross-references the TCQCO portal in real time per the Ministry of Steel circular. Consignments arriving without a valid, in-scope CM/L are detained at port; the statutory disposal route for non-conforming material is destruction as scrap under Section 17(1)(b) of the BIS Act, 2016, not re-export to the supplier.
