- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. The standard mark must appear on the product itself in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3If the specific serial number in Schedule 1 corresponding to this product falls within the deferral lists under S.O. 5134(E), confirm whether the 1-year or 3-year suspension of enforcement applies. Document the applicable deferral and retain it on file; the QCO suspension does not extinguish the SIMS obligation.S.O. 5134(E) dated 20-11-2025
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; registration valid for 75 days. Re-imports for packaging only and SEZ-to-DTA transfers without value addition are exempt from SIMS registration.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5For consignments imported without BIS CM/L certification, apply on the TCQCO portal for each consignment as mandated by the Ministry of Steel circular dated 20-10-2023, read with CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023. Quote the BIS CM/L number and SIMS registration number on the bill of entry; customs verifies both in real time against the issuing portals per CBIC Instructions 16/2025-CUS and 23/2025-CUS.Ministry of Steel Circular dated 20-10-2023 · CBIC Clarification F.No. 401/88/2023-CUS.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The most common error on this tariff line is assuming that because the specific Schedule 1 serial number for this product may be deferred under S.O. 5134(E), the BIS QCO obligation is extinguished entirely. The deferral under S.O. 5134(E) suspends enforcement of the mapped Indian Standard for a fixed period only; the SIMS registration obligation and the TCQCO portal-clarification requirement for uncertified consignments remain fully operative. Importers who rely on the deferral without independently verifying which serial numbers are suspended — and for how long — face consignment detention at port when customs cross-checks the bill of entry against the current Schedule 1 position.
