The most frequently missed obligation on this tariff line is the TCQCO portal clarification requirement for any consignment arriving without a BIS CM/L licence — importers assume that SIMS registration is the only active compliance gate and present the bill of entry without the mandatory TCQCO portal acknowledgement. Customs officers acting under the Ministry of Steel circular dated 20-10-2023 and the Central Board of Indirect Taxes and Customs clarification dated 09-11-2023 will detain the consignment pending that portal confirmation, accruing demurrage and ground rent regardless of the SIMS status.
