- 2Confirm that the consignment is not an exempt category before filing the bill of entry. Re-imports of steel for packaging purposes and DTA-to-SEZ movements (with or without value addition) are not covered under SIMS per DGFT Policy Circular 38/2015-20; document the exemption basis in the import file.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is submitting the SIMS registration too close to the vessel's estimated arrival date and allowing the 75-day validity to lapse before the bill of entry is filed — both scenarios result in customs detention and necessitate a fresh registration cycle. Note also that the earlier 15-day minimum advance-registration requirement has been abolished; however, the 60-day outer window remains operative, and applications outside that window are not accepted by the SIMS portal.
