HSN 7205 29 10 (Of iron) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) per Policy Condition 5 of Chapter 72 and the Directorate General of Foreign Trade (DGFT) Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic SIMS registration number before the consignment arrives, paying a registration fee of ₹500 via the SIMS online portal.
- SIMS registration number from DGFT
- Registration fee receipt from SIMS portal
- ITC (HS) policy compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for SIMS registration through the online portal no earlier than 60 days before the expected date of arrival of the import consignment. Pay the registration fee of ₹500 and obtain the automatic SIMS registration number, which is valid for 75 days from the date of grant.DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72 · DGFT Notification 33/2015-20 dated 28-09-2020
- 2Note that the earlier requirement of a minimum 15-day advance registration before the expected date of arrival has been abolished. File the bill of entry quoting the valid SIMS registration number; a consignment lacking a current SIMS registration is liable to detention at port.DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is applying for SIMS registration too close to or after the consignment's arrival date, causing the 75-day validity window to be misaligned with the bill-of-entry date and resulting in port detention and demurrage. Additionally, importers misread the SEZ-DTA carve-out: it applies only when the steel originated from the DTA, was sent to the SEZ, and is returned — not to fresh imports of iron powder from overseas third-party suppliers.
