HSN 7205 10 90 (iron and steel granules, other) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT), pursuant to policy condition 5 of Chapter 72 and DGFT Notification 33/2015-20 dated 28-09-2020. An automatic registration number must be obtained online, with a registration fee of ₹500, before the consignment arrives at the Indian port.
- SIMS automatic registration number from DGFT
- Online advance information filing from SIMS portal
- ITC (HS) policy condition declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register the import on the SIMS online portal and obtain the automatic registration number by paying a fee of ₹500. Applications may be submitted no earlier than the 60th day before the expected date of arrival; the registration number remains valid for 75 days from grant.DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 33/2015-20 dated 28-09-2020 · Policy condition 5 of Chapter 72
- 2Note that the earlier requirement of minimum 15 days' advance registration before the expected date of arrival has been abolished. File the bill of entry with the SIMS automatic registration number; consignments lacking a valid number at the time of entry are liable to detention pending regularisation.DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is assuming that the 75-day validity window is generous and allowing the registration number to lapse between the filing date and the actual out-of-charge date. Because the window runs from the date the automatic number is granted — not from the date of vessel arrival — a consignment delayed in transit or in customs examination can present an expired SIMS number at the time of out-of-charge, triggering detention and requiring a fresh registration application before clearance proceeds.
