Compliance steps
  1. 1
Register on the SIMS online portal not earlier than 60 days before the expected date of arrival of the consignment. Submit advance import information, pay the registration fee of ₹500, and obtain the automatic SIMS registration number, which remains valid for 75 days.

  2. 2
Quote the SIMS automatic registration number on the bill of entry at the time of customs clearance. Consignments presented without a valid, current SIMS registration number will not receive out-of-charge, resulting in detention and accrual of demurrage and ground rent.

A word of counsel

The most common error on this tariff line is misapplying the SIMS carve-outs: re-imports of steel used solely for packaging purposes and DTA-SEZ-DTA movements (with or without value addition) are exempt from SIMS registration, but all ordinary first-time commercial imports of iron or steel granules under 7205 10 29 remain squarely within the SIMS mandate. Claiming a carve-out without documentary evidence of the re-import or SEZ origin exposes the importer to Policy Condition 5 enforcement and customs detention.

Frequently asked
Does HSN 7205 10 29 require BIS certification?
No, iron and steel granules under this tariff line are not covered by any BIS Quality Control Order. Import is governed by the Steel Import Monitoring System mandatory registration requirement under Policy Condition 5 of Chapter 72, administered by the Directorate General of Foreign Trade.
How early can the SIMS registration application be submitted, and how long does the registration remain valid?
The application may be submitted no earlier than 60 days before the expected date of arrival; the automatic registration number granted is valid for 75 days. The earlier minimum 15-day advance registration requirement has been abolished per DGFT Notification 19/2015-20 dated 07-07-2022.
Are re-imports of steel granules used for packaging purposes exempt from SIMS registration?
Yes. Per DGFT Policy Circular 38/2015-20 dated 19-01-2022, re-imports of steel goods used solely for packaging — not for value addition — are outside the SIMS scope, as are DTA-SEZ-DTA movements whether or not value addition has occurred.
