HSN 7205 10 29 (iron and steel granules) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) per Policy Condition 5 of Chapter 72 of the ITC (HS) Schedule, administered by the Directorate General of Foreign Trade (DGFT). The importer must obtain an automatic SIMS registration number by submitting advance information online and paying a registration fee of ₹500, with the registration valid for 75 days from grant.

The most common error on this tariff line is misapplying the SIMS carve-outs: re-imports of steel used solely for packaging purposes and DTA-SEZ-DTA movements (with or without value addition) are exempt from SIMS registration, but all ordinary first-time commercial imports of iron or steel granules under 7205 10 29 remain squarely within the SIMS mandate. Claiming a carve-out without documentary evidence of the re-import or SEZ origin exposes the importer to Policy Condition 5 enforcement and customs detention.
