HSN 7205 10 19 (Other iron and steel granules) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS), administered by the Directorate General of Foreign Trade (DGFT) under policy condition no. 5 of Chapter 72 and DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic SIMS registration number before the consignment arrives, with a registration fee of ₹500 and a validity window of 75 days.

The most common error on this tariff line is assuming that steel re-imported from a Special Economic Zone — or re-imported for packaging purposes only — still requires SIMS registration. DGFT Policy Circular 38/2015-20 dated 19-01-2022 expressly carves out both categories: re-import of steel for packaging (not primarily for value addition) and DTA-to-SEZ-to-DTA movements (whether with or without value addition) are exempt from SIMS. Claiming SIMS registration against an exempt re-import creates a classification mismatch that can delay out-of-charge.
