Wire pellets, iron or steel granules
HSN 7205 10 12 (Wire pellets) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS), administered by the Directorate General of Foreign Trade (DGFT) under Policy Condition 5 of Chapter 72 read with DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic SIMS registration number by paying a fee of ₹500 before the consignment arrives; the registration remains valid for 75 days.

The SIMS carve-outs for re-imports and SEZ transactions are narrow and frequently misapplied. Re-import of steel for packaging purposes only — not for value addition — falls outside SIMS, as does DTA-to-SEZ-to-DTA movement whether or not value addition occurs; however, any import that is primarily for value addition in the domestic market requires SIMS registration without exception. Presenting an expired SIMS number (beyond the 75-day validity) at the bill of entry results in out-of-charge denial and potential consignment detention pending fresh registration.
