Apply for SIMS registration through the DGFT online portal not earlier than 60 days before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain the automatic SIMS registration number, which is valid for 75 days from issuance.

Present the SIMS automatic registration number at the bill-of-entry stage. Note that the earlier requirement of advance registration at least 15 days before expected arrival has been abolished; there is no minimum lead-time requirement, provided registration is obtained before arrival.

A word of counsel

The SIMS carve-outs for re-imports and SEZ transactions are narrow and frequently misapplied. Re-import of steel for packaging purposes only — not for value addition — falls outside SIMS, as does DTA-to-SEZ-to-DTA movement whether or not value addition occurs; however, any import that is primarily for value addition in the domestic market requires SIMS registration without exception. Presenting an expired SIMS number (beyond the 75-day validity) at the bill of entry results in out-of-charge denial and potential consignment detention pending fresh registration.
