    Register under SIMS on the DGFT online portal not earlier than 60 days before the expected date of arrival, pay the ₹500 registration fee, and obtain the automatic SIMS registration number. The registration number is valid for 75 days; the erstwhile requirement of minimum 15-day advance registration has been abolished.

    Obtain a PSIC generated online through the DGFT website (mandatory from 1 July 2022) from a recognised Pre-Shipment Inspection Agency; PSICs not generated through the DGFT online system may not be accepted by customs. Upload the PSIC under document code 856001 in e-Sanchit before filing the bill of entry. Note: if the PSIC shows place of inspection as UAE and UAE has banned export of ferrous scrap, the PSIC may be treated as invalid and the import as a mis-declaration.

    Route the consignment through the specified ports and locations for metallic scrap as prescribed under Para 2.54 and 2.55 of the Handbook of Procedures, and ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, including submission of valid Forms 2, 6, 7 and 9 and adherence to Schedules III, VI and VIII as applicable to tinned steel scrap.

A word of counsel

The most common error on this tariff line is failing to verify the validity of the PSIC against the UAE export-ban status before shipment: a PSIC that lists UAE as the place of inspection for a commodity banned from UAE export is treated as invalid at the Indian port, exposing the importer to mis-declaration findings, consignment detention and potential confiscation under the Customs Act, 1962. A separate trap is the 75-day SIMS registration window — an expired registration number at the bill-of-entry stage cannot be regularised retrospectively and forces re-export or destruction of the consignment.
