Ferrous waste and scrap, other alloy steel scrap
HSN 7204 29 90 (ferrous waste and scrap — other) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) per Policy Condition 5 of Chapter 72 and DGFT Notification 33/15-20 dated 28-09-2020. Clearance is additionally conditioned on submission of a Pre-Shipment Inspection Certificate (PSIC) from an accredited Pre-Shipment Inspection Agency (PSIA) and is restricted to specified ports under para 2.54 of the Handbook of Procedures. Hazardous Waste (Management and Transboundary Movement) Rules, 2016 compliance and a Central Board of Indirect Taxes and Customs (CBIC) radioactive-contamination check apply as concurrent overlays.

- 1Register the consignment in the SIMS online portal on the DGFT website not earlier than 60 days before the expected date of arrival; pay the ₹500 registration fee to obtain the automatic registration number, which remains valid for 75 days. - 2Obtain a PSIC generated online through the DGFT portal (mandatory from 01-07-2022 per DGFT Trade Notice 03/22-23 dated 26-04-2022) and upload it in e-Sanchit under document code 856001 before filing the bill of entry. PSICs dated on or after 01-07-2022 that are not generated through the DGFT online system will not be accepted by Indian Customs. If the PSIC records the place of inspection as UAE and the UAE export-ban applies, the PSIC is treated as invalid — confirm export-ban status per DGFT O.M. - 3Route the consignment through a specified port/location notified under para 2.54 of the Handbook of Procedures and ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, including valid Forms 2, 6, 7 and 9 and the Schedules III, VI and VIII description requirements. The most common error on this tariff line is treating SIMS registration and PSIC compliance as sequential tasks rather than parallel pre-arrival obligations. A consignment can arrive with a valid SIMS registration number but a PSIC that either was not generated through the DGFT online system or records a UAE place of inspection on a UAE-banned product — both grounds render the PSIC invalid, causing detention and demurrage at the specified port. Verify the PSIC's online-generation status and the UAE export-ban list before vessel departure, not at port arrival.
