Ferrous waste and scrap of high speed steel
HSN 7204 29 20 (Of high speed steel) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/15-20, and import is permitted only at specified ports subject to the conditions in Para 2.54 of the Handbook of Procedures. A Pre-Shipment Inspection Certificate (PSIC) from a DGFT-recognised Pre-Shipment Inspection Agency, uploaded in e-Sanchit under document code 856001, is mandatory for both shredded and non-shredded scrap unless the export originates from a safe country or region through a specified port.

- 1Register the consignment in the SIMS online portal on the DGFT website not earlier than 60 days before the expected date of arrival. Pay the registration fee of ₹500 to obtain the automatic SIMS registration number, which is valid for 75 days. - 2Obtain a PSIC generated online through the DGFT website from a recognised Pre-Shipment Inspection Agency and upload it in e-Sanchit under document code 856001 before the bill of entry is filed. PSICs dated on or after 01-07-2022 not generated through the DGFT online system will not be accepted by Indian Customs. - 3Comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII of those Rules. The most common error on this tariff line is overlooking the PSIC invalidity trap when the place of inspection on the certificate is UAE: if UAE has issued an export ban on the specific ferrous scrap category, an inspection conducted in UAE renders the PSIC invalid and the consignment is exposed to a mis-declaration finding at the port of import, with detention and potential confiscation of the goods. Verify the UAE export-ban status of the specific scrap category against the DGFT O.M. dated 13-06-2023 before the PSIA conducts its inspection — not after the vessel has sailed.
