Waste and scrap of cast iron for remelting
HSN 7204 10 00 (Waste and scrap of cast iron) is subject to the Steel Import Monitoring System (SIMS) advance-registration requirement under DGFT Notification 33/2015-20 and Policy Condition 5 of Chapter 72, administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate (PSIC) from a DGFT-recognised Pre-Shipment Inspection Agency is mandatory for both shredded and non-shredded scrap, and clearance is restricted to specified ports and locations under para 2.54 of the Handbook of Procedures.

All PSICs dated on or after 1 July 2022 must be generated through the DGFT online system or they will not be accepted by Indian Customs. Upload the PSIC in e-Sanchit before out-of-charge. The most common error on this tariff line is presenting a PSIC where the stated place of inspection is the UAE while the UAE has simultaneously issued an export ban on ferrous scrap — customs treats such a PSIC as a mis-declaration by the Pre-Shipment Inspection Agency and the document is invalidated. Before the purchase order is placed, verify that the exporting country has not imposed an export ban; a PSIC from a banned-export jurisdiction does not cure the underlying ineligibility and the consignment faces detention, ground rent, and potential confiscation.
