Register on the SIMS online portal and obtain an automatic registration number by paying the ₹500 fee. Apply no earlier than 60 days before the expected date of arrival; the registration number remains valid for 75 days. The prior 15-day advance-registration minimum has been abolished per DGFT Notification 19/2015-20 dated 07-07-2022.

Obtain a PSIC (document code 856001) generated online through the DGFT website via a recognised Pre-Shipment Inspection Agency. All PSICs dated on or after 1 July 2022 must be generated through the DGFT online system or they will not be accepted by Indian Customs. Upload the PSIC in e-Sanchit before out-of-charge. Note: PSIC is not required for imports from safe countries or regions through specified ports.

Ensure compliance with para 8(b) of the General Notes on Import Policy under ITC (HS) and with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. Valid Forms 2, 6, 7 and 9 as per those Rules, along with the relevant Schedules III, VI and VIII, must accompany the consignment. Consignments must also be cleared only through specified ports and undergo random radioactive-contamination checks per DGFT Public Notice 37/2015-20 dated 15-11-2021.

A word of counsel

The most common error on this tariff line is presenting a PSIC where the stated place of inspection is the UAE while the UAE has simultaneously issued an export ban on ferrous scrap — customs treats such a PSIC as a mis-declaration by the Pre-Shipment Inspection Agency and the document is invalidated. Before the purchase order is placed, verify that the exporting country has not imposed an export ban; a PSIC from a banned-export jurisdiction does not cure the underlying ineligibility and the consignment faces detention, ground rent, and potential confiscation.

Does HSN 7204 10 00 require BIS certification?

No. No BIS Quality Control Order covers ferrous waste and scrap of cast iron. Import is governed by the Steel Import Monitoring System advance-registration requirement and the DGFT-mandated Pre-Shipment Inspection Certificate regime under ITC (HS) Policy Condition 5 of Chapter 72.

Is SIMS registration required if the scrap is re-imported from a Special Economic Zone into the Domestic Tariff Area?

No. Per DGFT Policy Circular 38/2015-20 dated 19-01-2022, re-import of steel or steel items from an SEZ into the DTA — whether with or without value addition — does not require SIMS registration; similarly, re-import of steel used purely for packaging purposes is excluded from the SIMS requirement.

Are all ports eligible for clearance of this tariff line?

No. Clearance of metallic scrap under HSN 7204 10 00 is permitted only at specified ports and locations notified under para 2.54 of the Handbook of Procedures; consignments arriving at non-specified ports are liable to detention pending re-routing or re-export.
