A lapsed registration number renders the consignment non-compliant at the bill-of-entry stage and requires a fresh SIMS application; filing the bill of entry without a valid registration number attracts detention and DGFT-policy enforcement under Policy Condition 5 of Chapter 72. The carve-outs for re-import for packaging and for DTA-SEZ-DTA transactions are narrow and must be documented before filing.
