Confirm that the import does not qualify for a SIMS exemption before filing the bill of entry. Re-import of steel goods solely for packaging purposes, and DTA-to-SEZ and SEZ-to-DTA movements (whether with or without value addition), are excluded from the SIMS registration requirement.

A word of counsel

The most common error on this tariff line is applying for SIMS registration too close to the vessel's arrival date. Although the mandatory minimum 15-day advance-registration requirement has been abolished by DGFT Notification 19/2015-20, the automatic registration number is valid for only 75 days; if the consignment is delayed beyond that window, the registration lapses and a fresh application with a new ₹500 fee is required before customs out-of-charge can be obtained.
