The most common error on this tariff line is assuming the SIMS carve-outs for DTA-SEZ movements or steel re-imported for packaging apply broadly to ferro-alloys. Those exemptions are narrowly drawn: steel re-imported solely for packaging purposes and DTA-SEZ steel movements (with or without value addition) fall outside SIMS, but a fresh import of ferro-phosphorus from a foreign origin does not qualify and requires registration. Filing a bill of entry without a valid SIMS number risks consignment detention pending regularisation.
