Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register the import on the SIMS online portal administered by DGFT before the consignment arrives. The application may be filed no earlier than 60 days before the expected date of arrival; the system issues an automatic registration number upon payment of a registration fee of ₹500.DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition No. 5 of Chapter 72, ITC (HS)
- 2Ensure the SIMS automatic registration number is valid at the time the bill of entry is filed; the registration remains valid for 75 days from the date of grant. A registration that has lapsed cannot be presented for customs clearance and will require fresh registration.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
The most frequent error on this tariff line is misreading the 75-day validity window: importers who register at the earliest permissible moment — 60 days before expected arrival — have only 15 days of validity margin remaining at arrival, and any vessel delay can cause the registration to lapse before the bill of entry is filed. Apply for SIMS registration timed to the consignment's realistic arrival window, not the earliest permissible date. Note also that SIMS registration is not required for re-import of ferro-alloy goods used solely for packaging purposes or for DTA-SEZ-DTA movements, per DGFT Policy Circular 38/2015-20 dated 19-01-2022.
