Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped to ferro-molybdenum in Schedule 1 of the Steel and Steel Products (Quality Control) Order, 2024. Verify the CM/L number, licensed product scope, and licensed facility on the BIS online register before placing the purchase order.
Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS CM/L-licensed manufacturer. The test certificate must be consignment-specific and traceable to the licensed manufacturing facility; batch-level certification is not sufficient.
Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024
  3. 3
Check whether the serial number for ferro-molybdenum in Schedule 1 is among those deferred under S.O. 5134(E). If it appears in the deferral list, enforce the effective date accordingly; if not, the 29-08-2024 enforcement date under S.O. 3716(E) applies without modification.

  4. 4
Register the consignment on the Steel Import Monitoring System portal, applying not earlier than 60 days before the expected arrival date. Fee ₹500; registration valid for 75 days from issue. The minimum 15-day advance-registration requirement has been abolished.

  5. 5
Quote both the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry, in compliance with CBIC Instruction 16/2025-CUS as modified by CBIC Instruction 23/2025-CUS. Customs verifies both references in real time; either absent, expired, or scope-mismatched triggers consignment detention.

A word of counsel

The single most common error on this tariff line is treating the Schedule 1 deferral notification S.O. 5134(E) as a blanket suspension of the Steel and Steel Products QCO, 2024 for all ferro-alloys. The deferral applies only to specific serial numbers listed in that order; ferro-molybdenum entries not appearing in the deferral list remain subject to full CM/L and test-certificate obligations from 29 August 2024. Importers who assume deferral without verifying the serial-number mapping face consignment detention and potential disposal as scrap under section 17 of the BIS Act, 2016.

Frequently asked
Does HSN 7202 70 00 require BIS certification?
Yes. Ferro-molybdenum is covered by the Steel and Steel Products (Quality Control) Order, 2024 under the ISI Mark Scheme; import is permitted only from manufacturers holding a current BIS CM/L licence against the Indian Standard specified in Schedule 1 of S.O. 3716(E), with effect from 29 August 2024.
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS QCO obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before the expected arrival date.
Does the deferral under S.O. 5134(E) suspend the BIS QCO obligation for ferro-molybdenum?
Only if ferro-molybdenum's Schedule 1 serial number appears in the deferral list published under S.O. 5134(E) dated 20-11-2025. Entries not listed in that order remain subject to enforcement from 29 August 2024 without interruption.
Does a single CM/L licence cover all grades and manufacturing facilities for ferro-molybdenum?
No. A CM/L licence is scope-specific by product specification, grade, and manufacturing facility; ferro-molybdenum supplied outside the licensed grade or from an unlicensed plant is not covered and triggers detention at the port.
