Does a CM/L licence for another ferro-alloy cover ferro-silico-chromium under this QCO?
No. The CM/L licence is scope-specific to the Indian Standard and product description for which it was granted. A licence issued against a different ferro-alloy standard does not satisfy the Schedule 1 obligation for ferro-silico-chromium under HSN 7202 50 00.
