Ferro-silico-manganese, the combined silicon and manganese ferro-alloy
HSN 7202 30 00 (Ferro-silico-manganese) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). - 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence is current against the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 for ferro-silico-manganese. Verify the CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-licensed manufacturer. Every lot must bear the ISI mark under the supplier's CM/L in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. - 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with CBIC Instruction 16/2025-CUS as modified by CBIC Instruction 23/2025-CUS, which mandates strict adherence to the Indian Standard mapped in the QCO for the respective steel input material.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
- 5If the consignment is a re-import for packaging purposes only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis clearly. The BIS QCO obligation under S.O. 3716(E) is not waived by either SIMS carve-out — ISI-marked product from a CM/L-licensed source is still required.DGFT policy circular 38/2015-20 dated 19-01-2022
The single most common error on this tariff line is assuming that the Steel and Steel Products Quality Control Order, 2024 schedule lists a familiar, widely-certified IS number for ferro-silico-manganese, and proceeding without confirming the exact IS reference in Schedule 1 of S.O. 3716(E). Because neither the structured BIS registry nor the regulatory record records the specific IS number against this CTI, importers who proceed on a supplier's asserted IS number — without cross-checking the gazette Schedule — risk importing against the wrong standard, triggering detention and potential disposal as scrap under Section 17(1)(b) of the BIS Act, 2016.
